Emerald Dream is your best bet for balanced and active. It's been tilting more to horde pretty strongly since BFA and warmode after being nearly perfectly 50/50 during WoD and much of Legion but it's still far better then the other rp servers. All but one of the realms is completely P2W, and the PvP is cross-realm so you'll be at a huge disadvantage anyways. Classic WotLK should be out within the next year or so, would be better to wait for that instead. Chromie is good, but it's vanilla WoW in the WotLK client.Grobbulus is a very good server. Nice balance with good RP, PVP, and PVE guilds. If interested, join horde and look for Wolves and Ravens guild (awesome people that help newcomers level). What I'd do is travel back in time and find one in 2006 for that best wow tbc experience. That doesn't mean you won't have fun. If your main goal is raiding, EU-PVP1 may be your best bet. If you don't care about raiding and money making, but rather a 100% positive atmosphere, then the RP servers are your place. Tarren mill would probably be best, Draenor is one of the biggest realms but this also causes for queues and lag whenever a new expansion releases.It looks like Dalaran-WoW is going to be launching a fresh WoTLK server and that the original realm, Algalon, will be used as an archive server. So choose the highest population one with the faction balance towards what you want to play. This will give you the widest selections of guilds to join, and the healthiest auction house, and there are really no negatives.Horde-side it's absolutely dead. Alliance has more RP and activity overall, but the server has a LOT of toxic people in it now, and a lot of people who mock and insult RPers. That makes no sense. It is an RP server. Keep in mind that its gameplay is almost similar to the official server of Blizzard WoW.Wobling Goblin is a lesser-known PVE server (progressing through the original trilogy, currently in Vanilla) based out of Oceania. Population is definitely low, however a single character can learn all professions in the game (blacksmithing, alchemy, skinning, etc.) instead of having a cap. Dalaran-Wow has been my default server for the past 6-7 years, and it is great too, just low pop now. The main reason I have enjoyed both is both are well-scripted servers, and have healthy economies. The first thing I do to "test" a private server is scan the AH.WRA Horde may have more population but that is where the generalizations ends. Walk up RP is present but it is 50/50 in whether it'll be good or bad (Same on MG Alliance.) Community is more separate with no real equivalent of Warcraft Conquest or Coalition from MG (and MG Horde respectively.)
